Welcome to the Baker Building

Permanent Supportive Housing in Clatsop County

The Baker Building provides 32 single-occupancy apartments designed to offer safe, stable housing for individuals experiencing chronic homelessness, often living with Serious and Persistent Mental Illness (SPMI) and/or Substance Use Disorders (SUD). The goal is simple: to help residents build stability, find community, and maintain independence, with support available when they want it.

About the Building

  • Ownership: The Baker Building is owned by Marine Drive PSH Limited Partnership, with Clatsop Behavioral Healthcare (CBH) as a partner.
  • Funding: The project was made possible through public grants and Low-Income Housing Tax Credit (LIHTC) investors. It is mortgage-free but must meet ongoing performance and compliance requirements.
  • Property Management: Cascade Management oversees day-to-day operations and works closely with CBH to support residents.

Who Lives Here

Eligibility for the Baker Building is determined by Clatsop Community Action (CCA) through the Coordinated Entry System. This process assesses an individual’s homelessness status and prioritizes applicants based on their level of need.

Housing and Services

  • Voluntary Services: CBH offers supportive services—like case management, housing stability planning, and recovery supports—but participation is optional. Residents do not lose housing if they choose not to engage in services.
  • Low-Barrier Access: Applicants are not required to have good credit or a clean criminal record. The focus is on removing barriers, not creating new ones.
  • Rent Structure: Oregon Housing and Community Services (OHCS) pays the difference between the full rent and what the tenant can afford. Residents are encouraged to pursue income options like SSI or SSDI, but no one is denied housing for lack of income.
  • Eviction Protections: Residents are not held responsible for delays or nonpayment by OHCS.
